City of Ellsworth Ellsworth Municipal Airport (9K7), Ellsworth, KS AIP Project No.: 3-20-0017-013 Construct New Runway 17/35 & Parallel Taxiway, Lighting, PAPI’s, Wind Cone, and Segmented Circle Sealed bids will be received by the City of Ellsworth at the Office of the City Administrator, PO BOX 163, 121 W. First Street,
Ellsworth, KS 67439 until 10:00 AM local time, on Wednesday, May 6, 2020 and then publicly opened and read aloud, for furnishing all labor, materials and
equipment, and performing all work necessary to “Construct New Runway 17/35 & Parallel Taxiway,
Lighting, PAPI’s, Wind Cone, and Segmented Circle
AIP 3-20-0017-013.
In general, the improvements on which bids are requested will require the following major construction items: • Reconstruction and realignment of Runway 17/35 (4,500’ x 75’). • Construction of parallel Taxiway A (4,500’ x 35’). • Construction of three connector taxiways and apron connector. • Regrading of crosswind 13/31 to correct line of site and profile criteria violations. • Removal of the Existing Runway 17/35 (4,327’ x 50’). • Installation of subsurface edge drain system along all newly constructed pavement. • Installation of base-mounted Medium Intensity Runway Light (MIRL) system on Runway 17/35. • Installation of new base-mounted MITL system, with new cable in duct, on newly constructed taxiways (NOTE – all MITL construction will be part of a separate FAA Entitlement Grant). • Electrical vault upgrades and installation of Constant Current Regulators. • Installation of Runway 17 and Runway 35 PAPIs and REILs. • Relocation of the primary windcone and installation of a segmented circle. • New runway and taxiway pavement markings. • Installation of temporary erosion control measures to stabilize the on-site soils and prevent soil runoff.

Bid documents will be shipped only if the requesting party assumes responsibility for all related charges. Corporate, certified or cashier’s checks shall be made payable to Drexel Technologies, Inc.
A pre-bid meeting will be held in conjunction with this project. The pre-bid conference for this project will be held on Tuesday April 21, 2020 at 10:00 AM at the Ellsworth Municipal Terminal Building at 1701 State St., Ellsworth, KS 67439. If travel restrictions are still in place at this time, the conference will be held vis a conference call. All bidders are required to examine the site to become familiar with all site conditions.
Contractors shall coordinate with the Airport for site visit opportunities at (785) 472-5608. The Owner reserves the right, at the time of the site visit, to reject requests to inspect specific areas of the airfield, if it is not conducive to airport operations at the time.
Each proposal must be accompanied by a bid guaranty (per 49 CFR Part 18.36(h)(1)) in the amount of not less than five (5) percent of the total amount of the bid. The bid guaranty may be by certified check on a solvent bank or bid bond made payable to the City of Ellsworth (Ellsworth, Kansas).
All proposals submitted in accordance with the instructions presented herein will be subject to evaluation. Bids may be held by the City of Ellsworth for a period not to exceed 90 calendar days from the date of the bid opening for the purpose of evaluating bids prior to award of contract.
Award of contract will be based on the lowest aggregate sum proposal for all work, submitted from those bidders that are confirmed as being responsive and responsible. The right is reserved, by the City of Ellsworth, to reject any and all bids and to waive any or all irregularities, technicalities, informality or any information in the bids received.
The successful bidder will be required to furnish separate performance (per 49 CFR Part 18.35(h)(2)) and payment (per 49 CFR Part 18.35(h)(3)) bonds, each in an amount equal to 100% of the contract.
Federal Provisions Each bidder shall be aware and acknowledge that the project is subject to the FAA’s current Federal Provisions as listed below and in Article 2 Supplementary Provision Specifications of the contract documents.
This project is subject to the requirements of the Davis-Bacon Act, as amended. The Contractor is required to comply with wage and labor provisions and to pay minimum wages in accordance with the schedule of wage rates established by the United States Department of Labor.
This project is subject to the requirements of 49 CFR Part 26 Disadvantaged Business Enterprise Participation. The owner has established a contract participation goal of 7.80 percent for small business concerns owned and controlled by certified socially and economically disadvantaged business enterprise (DBE). The bidder shall make and document good faith efforts, as defined in Appendix A of 49 CFR Part 26, to meet the established goal.
Award of contract is also subject to the following Federal provisions: 1) Executive Order 11246 and DOL Regulation 41 CFR PART 60 - Affirmative Action to Ensure Equal Employment Opportunity. 2) DOL Regulation 29 CFR Part 5 – Davis Bacon Act. 3) DOT Regulation 49 CFR PART 29 - Government-wide Debarment and Suspension and Government-wide Requirements for Drug-free Workplace. 4) DOT Regulation 49 CFR PART 30 - Denial of Public Works Contracts to Suppliers of Goods and Services of Countries that Deny Contracts to Suppliers of Goods and Services of Countries that Deny Procurement Market Access to U.S. Contractors (Foreign Trade Restriction). 5) TITLE 49 United States Code, CHAPTER 501 – Buy American Preferences.
